Biosketches
Dr. Janice Rabkin has a doctorate in Social Welfare Research from the University of Washington, a masters degree in Public Health from Hebrew University, and 20 years experience conducting evaluations for health, education and social programs. She has a continuing interest in maternal, child and adolescent health, and education programs in post-conflict countries. Most recently she conducted evaluations on reducing toxic wastes and reassessing waste disposal methods with a youth component and environment justice focus for the International District Housing Alliance in Seattle, WA.
As an Evaluation Specialist, Dr. Rabkin recently concluded an evaluation for UNICEF on their Advanced Training on Humanitarian Negotiation (2009). As an internal consultant to the Seattle-King County Department of Public Health, she evaluated a project on environmental issues and health disparities in a redesigned multiethnic public housing and mixed income community in Seattle (2005-2008). Dr Rabkin was also active in assessing how children get health care in King County.
From 2003-2007, Dr. Rabkin conducted four evaluations for Save the Children in Kosovo (SCiK) using participatory methods and with a child rights approach. She wrote a successful proposal for an adolescent drug and alcohol prevention program for Family Services of West Hawaii and conducted an implementation evaluation (2001-2002). Dr. Rabkin worked as a consultant to the Department of Human and Social Services, American Samoa Government (1999-2001). She wrote two successful youth prevention grants, developed a monitoring system for Child Protective Services, and taught case managers to use the system.
Dr. Rabkin has worked with peer professionals on large and small evaluation teams and as a sole, primary evaluator. She is skilled in all stages of evaluation work, including design, implementation, data collection, analysis and report writing. In conducting evaluations, she is familiar with and has used qualitative, quantitative and community based participatory research methods. As a published author, effective teacher and communicator, Dr. Rabkin has excellent oral and written English language skills and competencies in French and Spanish. She possesses strong interpersonal skills and has proven her ability to work effectively with others.
